Yes
Fenty Beauty and Fenty Skin are cruelty-free brands that never test on animals.
In addition, they do not allow their suppliers to conduct animal testing on their behalf either. This is made clear on the Fenty Beauty website’s FAQ section:

Does Fenty Beauty Sell in China?
No
Fenty Beauty products are not sold in Mainland China (which requires brands to test on animals).
Instead, they sell online and in Hong Kong and Macau – meaning they are not required to perform any testing and can therefore retain their cruelty-free status.
Is Fenty Beauty Vegan?
No – Fenty Beauty
Yes – Fenty Skin
While both Fenty Beauty and Fenty Skin are cruelty-free, only Fenty Skin is vegan.
This is because Fenty Beauty uses animal products such as beeswax and carmine in some of their formulas sadly.

Whether you’re a fan of Rhianna or not, she’s done something admirable by creating beauty products for darker-skinned gals who were considered an afterthought and largely ignored by the beauty industry for so many years.
